ABOUT DANISH REFUGEE COUNCIL
The Danish Refugee Council is an international humanitarian organisation assisting refugees, internally displaced persons and communities affected by conflict and forced displacement. DRC has operated in Nigeria since 2016, with offices and programmes across Abuja, Borno, Sokoto and other operational locations.
CONSORTIUM BACKGROUND
The NEWCAP Consortium provides integrated lifesaving assistance to people affected by conflict and climate-related emergencies in North-East and North-West Nigeria. Its interventions include multipurpose cash assistance, food assistance, nutrition referrals, market monitoring, protection referrals and support for household resilience.

Job Title: Cash Coordinator - NEWCAP Consortium

Contract Duration: Six months, renewable subject to funding and performance

ROLE PURPOSE
The Cash Coordinator will provide technical leadership and oversight for multipurpose cash assistance and other cash and voucher assistance activities implemented by consortium partners. The position will ensure that interventions comply with recognised technical standards and are supported by current market information, risk analysis and effective monitoring systems.
TECHNICAL OVERSIGHT
- Lead regular meetings of the Consortium Cash Technical Working Group.
- Ensure technical decisions and action points are properly documented.
- Provide technical guidance to consortium partners and programme personnel.
- Develop and harmonise standard operating procedures, tools and technical guidelines.
- Coordinate training and rollout of approved procedures.
- Lead the development of transparent beneficiary-selection criteria.
- Oversee participant identification, verification and targeting processes.
- Ensure partner compliance with consortium and DRC technical standards.
- Identify technical and operational risks and propose mitigation measures.
- Conduct regular monitoring and technical-support visits.
- Promote learning, innovation and evidence generation in cash programming.
PROGRAMME DEVELOPMENT
- Lead the technical design of project proposals.
- Contribute to programme budgets, indicators and implementation plans.
- Lead market assessments and other relevant technical studies.
- Ensure interventions respond to current market conditions.
- Conduct and update programme risk assessments.
- Support the identification and assessment of financial-service providers.
- Review proposals, reports and donor communications.
- Participate in grant-opening, review and close-out meetings.
- Provide technical advice on cash-sector budgets and budget revisions.
QUALITY ASSURANCE
- Monitor programme implementation and technical quality.
- Identify implementation problems and support corrective action.
- Develop harmonised monitoring tools with MEAL and information-management teams.
- Ensure post-distribution monitoring and market-monitoring results inform programming.
- Promote accountability to affected populations.
- Capture and apply lessons learned and good practices.
- Strengthen information management and programme databases.
- Provide mentoring and capacity development to consortium personnel.
COORDINATION AND REPRESENTATION
- Coordinate with cash, food-security and economic-recovery working groups.
- Support harmonisation of registration systems and referral pathways.
- Represent the consortium in technical coordination platforms.
- Support donor visits and technical meetings.
- Maintain relationships with NGOs, government institutions and humanitarian organisations.
- Strengthen referral and information-sharing networks.
- Promote consensus among consortium partners on technical approaches.
COMPLIANCE AND RISK MANAGEMENT
- Ensure compliance with DRC programme standards and policies.
- Apply zero-tolerance standards for sexual exploitation and abuse.
- Ensure adherence to human resources, finance, supply and administrative procedures.
- Identify and mitigate fraud, diversion and operational risks.
QUALIFICATIONS AND EXPERIENCE
- Master's degree in Development Studies, Humanitarian Affairs, Social Sciences or another related field.
- At least seven years of experience in cash and voucher assistance, livelihoods, economic recovery or food-security programming.
- At least five years of experience managing or designing cash programmes.
- Previous experience working with consortium programmes.
- Strong knowledge of multipurpose cash assistance and market-based programming.
- Experience engaging financial-service providers.
- Knowledge of humanitarian coordination systems.
- Experience representing an organisation in clusters or technical working groups.
- Strong analytical, communication and facilitation skills.
- Experience providing technical guidance and training.
- Ability to manage a high workload and meet deadlines.
- Excellent written and spoken English.
- Previous experience in Nigeria is desirable.
