ORGANIZATION BACKGROUND
3iS is a nonprofit organization providing information-management services to humanitarian and development organizations. It helps partners target assistance to vulnerable populations and strengthens the capacity of authorities and institutions to manage data and information systems independently.
ROLE PURPOSE
The Capacity Building Officer will develop training and learning modules based on information-management tools and systems created through the 3iS Nigeria project. The officer will deliver training to health and nutrition personnel across several states.
Under the direct supervision of the Project Manager and in collaboration with 3iS partners, the post holder will help ensure that the Nigeria programme meets applicable standards and aligns with regional and global strategies.
KEY RESPONSIBILITIES
CAPACITY BUILDING
- Design tailored online and in-person training and learning modules based on agreed terms of reference and project tools and systems.
- Lead capacity-building activities concerning health and nutrition information-management systems for partners and government counterparts.
- Travel regularly across Northeast and Northwest Nigeria to deliver training, provide on-the-job coaching and support independent use of the introduced systems and tools.
- Help partners troubleshoot and strengthen daily use of health and nutrition information-management tools following training.
- Promote long-term ownership and improved data quality.
MONITORING, EVALUATION AND LEARNING
- Develop and administer technical pre-training and post-training assessments.
- Conduct surveys with key stakeholders.
- Track information products, dissemination and use where applicable.
- Produce reports and analyses concerning capacity-building activities.
- Contribute regularly to internal knowledge management.
RESOURCE MANAGEMENT AND PLANNING
- Coordinate with human resources, finance and logistics teams to plan resources and procurement for the capacity-building programme.
- Contribute to budget planning in line with programme requirements.
- Apply 3iS policies and regulations.
QUALIFICATIONS AND EXPERIENCE
- University degree in Information Management, Information Systems or another relevant field.
- Master’s degree is preferred.
- At least six years of capacity-building experience related to information management.
- Knowledge of the Nigerian or regional context.
- Experience supporting health and nutrition programmes.
- Familiarity with health-information systems such as DHIS2 and HMIS and nutrition surveillance or reporting tools.
- Demonstrated experience designing and delivering training, learning modules or workshops for technical and nontechnical audiences.
SKILLS AND COMPETENCIES
- Strong information-technology and data-management skills.
- Dashboard development and maintenance using Power BI, Tableau or comparable platforms.
- Databases and data-collection platforms such as KoboToolbox, ODK and ONA.
- Monitoring and evaluation, including pre-training and post-training assessments and analysis of training results.
- Excellent facilitation, communication, presentation and report-writing skills.
- Ability to adapt technical information for different audiences.
- Problem-solving ability.
- Ability to operate in challenging environments.
- Ability to create a positive and motivating working environment.
- Fluency in spoken and written English is essential.
CONTRACT DETAILS
- Contract type: Local employment contract.
- Duty station: Abuja, Nigeria.
- Field travel: Regular travel across Northeast and Northwest Nigeria.
- Expected start date: October 2026.
- Indicative duration: Six months, subject to funding.
- Monthly gross salary: ₦2,100,000–₦2,400,000.
- Reports to: Project Manager.
