CONSULTANCY SUMMARY

Plan International invites qualified consultants or firms to conduct a baseline study for the Akelius Project in Nigeria. The study will establish credible baseline information for project indicators and provide evidence for implementation planning, monitoring, learning and future evaluation.

KEY DELIVERABLES

  • Review project documents, results frameworks and relevant contextual information.
  • Develop an appropriate baseline methodology, sampling framework and data-collection tools.
  • Collect and analyse quantitative and qualitative data from relevant project participants and stakeholders.
  • Ensure appropriate disaggregation and participation, including attention to gender and inclusion.
  • Establish baseline values for agreed indicators and identify key findings and implementation considerations.
  • Present preliminary findings and submit a complete baseline report, datasets and required study materials.

CONSULTANT PROFILE

  • Proven record of conducting baseline studies, evaluations or comparable education research assignments.
  • Strong quantitative and qualitative research, data-analysis and report-writing capability.
  • Knowledge of education programming and the Nigerian implementation context.
  • Ability to apply ethical research, informed-consent, child-safeguarding and data-protection standards.
  • Consultants should review the full Terms of Reference for the required team composition, deliverables and proposal documents.
