ABOUT CENSCOPE
CENSCOPE is a national non-profit organisation headquartered in Maiduguri. With Malala Fund support, it is implementing a three-year project to advance Gender-Responsive Education Budgeting in Borno State.
POSITION DETAILS
- Employment type: Full-time, onsite

ROLE PURPOSE
Lead the project’s policy analysis, advocacy and coalition work by developing evidence, briefs and engagement strategies that support adoption of Gender-Responsive Education Budgeting in Borno State.
KEY RESPONSIBILITIES
- Lead policy and budget analysis, including gender audits and reviews of the Medium-Term Expenditure Framework and education budgets.
- Develop policy briefs, position papers and technical memoranda for government engagement.
- Coordinate MTEF submissions and advocacy engagement with the Ministry of Planning and Budget and State Assembly.
- Support formation and coordination of the multi-stakeholder GREB coalition.
- Prepare annual Gender Lens on Borno Education Budget reports with the M&E Officer.
- Represent CENSCOPE in technical working groups and policy forums for listening and learning.
ESSENTIAL QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in Public Policy, Economics, Political Science, Development or a related field; a master’s degree is an advantage.
- At least three years of experience in policy analysis, budget advocacy or governance work.
- Strong analytical and policy-writing skills and understanding of public budgeting and MTEF processes.
- Fluency in English; Hausa and/or Kanuri is an advantage.
- Based in or willing to relocate to Maiduguri.
DESIRABLE
- Experience with gender-responsive budgeting or education financing.
- Existing relationships with Borno State government institutions or civil-society networks.
