Jhpiego is an international nonprofit health organisation affiliated with Johns Hopkins University. The organisation works with governments, healthcare professionals and communities to improve healthcare services and save the lives of women and families.

PROJECT BACKGROUND

Nigeria continues to experience a significant burden of maternal, newborn and child mortality. Many of these deaths can be prevented through the provision of quality reproductive, maternal, newborn, child and adolescent health and nutrition services.

With support from UNICEF, Jhpiego is implementing the “Strengthening Reproductive, Maternal, Newborn, Child and Adolescent Health plus Nutrition Quality of Care in Primary Health Care Facilities of Kebbi State” project.

The project will strengthen maternal and newborn healthcare services across ten MAMII-priority Local Government Areas through quality improvement, mentorship, supportive supervision, emergency referral systems, health-worker capacity building and Maternal and Perinatal Death Surveillance and Response.

ASSESSMENT COVERAGE

The Health Facility Assessment will cover 119 health facilities, including:

• 108 Primary Health Care Centres
• 10 General Hospitals
• Kalgo Medical Centre

The 24 assessors will work in 12 teams, with two assessors assigned to each team. Each team is expected to assess approximately ten health facilities during the field exercise.

JOB SUMMARY

The Health Facility Assessors will conduct standardised assessments of assigned healthcare facilities using an approved electronic Health Facility Assessment tool.

The assessment will determine the readiness of participating facilities to provide quality reproductive, maternal, newborn, child and adolescent health and nutrition services.

KEY RESPONSIBILITIES

• Attend the mandatory one-day Health Facility Assessment training.
• Participate in field pre-testing of the assessment tools.
• Demonstrate competency in the use of the assessment tool before deployment.
• Visit assigned health facilities and complete all required assessment modules.
• Conduct interviews with facility managers and healthcare workers.
• Review health facility registers, records and supporting documents.
• Assess infrastructure, electricity, water supply and WASH facilities.
• Verify the availability and functionality of medical equipment.
• Assess the availability of medicines, commodities and essential supplies.
• Review staffing levels and the availability of skilled healthcare workers.
• Assess maternal, newborn, child, adolescent and nutrition services.
• Examine emergency obstetric and newborn care readiness.
• Assess infection prevention and control systems.
• Review referral procedures and emergency transportation arrangements.
• Assess the functionality of Maternal and Perinatal Death Surveillance and Response committees.
• Review Quality Improvement teams, meetings, projects and clinical audits.
• Assess laboratory services and blood transfusion capacity.
• Assess the availability of adolescent and youth-friendly health services.
• Evaluate digital readiness, including internet access, computers, tablets and HMIS functionality.
• Complete electronic assessment forms accurately and completely.
• Validate all information before submission.
• Resolve identified data inconsistencies promptly.
• Upload completed assessment data daily.
• Participate in daily progress and data-quality review meetings.
• Maintain the confidentiality, security and integrity of all collected information.
• Prepare daily progress reports and field observation notes.
• Submit a final field activity report.

DELIVERABLES

Each Health Facility Assessor will be expected to submit:

• Completed electronic Health Facility Assessment forms.
• Daily progress reports.
• Data-quality reports.
• Field observation notes.
• A final field activity report.

QUALIFICATIONS

Candidates should possess:

• Bachelor’s degree in Medicine, Nursing, Midwifery, Public Health, Health Sciences, Health Information Management or another relevant field.
• Minimum of three years’ experience in health facility assessments, surveys, monitoring and evaluation, quality improvement or RMNCAH+N programmes.
• Previous experience using electronic data-collection platforms such as KoboCollect, ODK, SurveyCTO or REDCap.
• Experience working on maternal and newborn health programmes.

REQUIRED SKILLS

• Strong interviewing and interpersonal skills.
• Knowledge of Emergency Obstetric and Newborn Care.
• Knowledge of reproductive, maternal, newborn, child and adolescent health and nutrition programmes.
• Good analytical and observational skills.
• Ability to review health facility records and verify information.
• Strong data-quality assurance skills.
• Ability to use smartphones, tablets or other electronic data-collection devices.
• Ability to work effectively in remote communities.
• Strong report-writing skills.
• Ability to manage competing assignments and meet deadlines.
• Familiarity with the Kebbi State healthcare system will be an advantage.
