Position Description & Requirements
Jhpiego is recruiting temporary Adhoc Personnel to support a comprehensive baseline Health Facility Assessment in Kebbi State.
The assessment forms part of a UNICEF-supported project implemented through Jhpiego to strengthen reproductive, maternal, newborn, child and adolescent health plus nutrition services in primary healthcare facilities.
The project will support improvements in quality of care, supervision, referral systems, maternal and perinatal death surveillance, health-worker capacity and emergency obstetric and newborn services.
Scope of the Assessment
The assessment is expected to cover:
108 Primary Health Care Centres.
10 General Hospitals.
Kalgo Medical Centre.
A total of 119 health facilities.
Purpose of the Position
The Health Facility Assessors will use an approved electronic assessment tool to determine whether participating facilities have the infrastructure, staff, equipment, medicines, records and systems required to deliver quality RMNCAH+N services.
Key Responsibilities
Attend a one-day Health Facility Assessment training.
Participate in field testing and pre-testing of the assessment tools.
Demonstrate competency in the use of the electronic assessment tool before deployment.
Visit assigned primary healthcare centres, general hospitals and other participating facilities.
Conduct comprehensive assessments of assigned health facilities.
Interview facility managers and healthcare workers.
Review facility registers, reports and other relevant records.
Verify the availability and condition of infrastructure.
Assess access to electricity, water supply and sanitation facilities.
Verify staffing levels and the availability of skilled birth attendants, doctors, nurses, midwives, CHEWs and laboratory personnel.
Assess the availability and quality of antenatal, labour, delivery, emergency obstetric, postnatal, family-planning, child-health, nutrition and adolescent-health services.
Verify the availability and functionality of medical equipment.
Assess the availability of essential medicines and commodities.
Review laboratory capacity for haemoglobin testing, urinalysis, blood grouping, cross-matching and malaria testing.
Assess the functionality of facility Quality Improvement teams.
Review Quality Improvement meetings, projects and clinical audits.
Assess the functionality of Maternal and Perinatal Death Surveillance and Response committees.
Review MPDSR meeting frequency, documentation and action tracking.
Assess ambulance availability and emergency-transport arrangements.
Review referral protocols, referral records and communication systems.
Assess infection-prevention and control measures.
Assess the availability of adolescent-friendly services.
Assess nutrition-service readiness.
Evaluate the facility’s digital readiness, including computers, internet access, tablets, electricity and HMIS functionality.
Complete every section of the electronic assessment form.
Validate information before submitting it.
Upload complete and accurate data daily.
Resolve missing or inconsistent information immediately.
Participate in daily debriefing and data-quality review meetings.
Maintain the confidentiality, integrity and security of all information collected.
Report progress, field challenges and data-quality concerns to the Jhpiego technical team.
Qualifications and Experience
Bachelor’s degree in Medicine, Nursing, Midwifery, Public Health, Health Sciences, Health Information Management or another related discipline.
Minimum of three years’ relevant experience in health-facility assessments, RMNCAH+N programmes, surveys, monitoring and evaluation or quality-improvement programmes.
Experience using electronic data-collection platforms such as ODK, KoboCollect, SurveyCTO or REDCap.
Previous experience working on maternal and newborn health programmes.
Preferred Skills and Competencies
Excellent interviewing skills.
Knowledge of emergency obstetric and newborn care and RMNCAH+N programming.
Good analytical and data-review skills.
Ability to work in remote communities.
Strong report-writing skills.
Familiarity with the Kebbi State healthcare system.
Ability to work effectively with government health workers and facility managers.
Strong attention to detail and commitment to data quality.
Ability to meet daily assessment and submission deadlines.
